Copkiller Condon finally decided to do the right thing, promoting a normal local cop to chief, but now the omnicidal hypermonsters illegally occupying the "City" "Council" are blocking this sensible move. They want to hire an even more efficient copkiller, preferably a trans-racial trans-gender trans-species alien copkiller like themselves.
Most likely Copkiller Condon knew this would happen. It's like the monstrous House "passing" a bill that makes sense, knowing with perfect precision that the monstrous Senate will ignore it.
