Amazing!
After screwing around for a year with the selection process, looking for another Commie outsider who could be relied on to ruin the police department even more, "Mayor" Condon did something truly amazing and surprising.
He chose a LOCAL! Even better, he chose the man who was already serving as interim chief pending the selection process. A man who had firmly opposed Condon's NYC monster Straub.
First sensible and decent thing Condon has ever done.

More broadly, we've somehow gotten into a bad habit of bringing in non-locals for all sorts of executive positions. Police chiefs, corporate CEOs, university presidents. We've developed a whole industry of rotating execs, high-level temps.
There
may be some extreme situations where an outsider can break up corruption, but I've never seen it work that way. In nearly all cases the outsider serves NYC interests and ruins the organization, breaking bonds of trust with employees and customers.
