That was simple too.
Another puzzle.
Why does FBI put so much energy into generating crime? Why run so many stings, why develop so many terrorist plans and recruit young idiots to get arrested for the crimes?
Why are other prosecutors opening up the statute of limitations to bring in extremely old cases that have no possibility of being properly tried?
Why did Copkiller Straub run a 'special unit' for habitual offenders, which was intended to encourage their criminality instead of imprisoning them?
One answer. Parkinson's Law. Workforce always increases. If the old mission disappears, new missions must be found. Occasionally the new mission is a real problem. March of Dimes switched to birth defects after curing polio. Most often the problem is INVENTED in order to fix it. Pollution was cured, so EPA invented the Carbon Cult. Real threats from abroad ceased, so the Pentagon invented al Qaeda and ISIS to form new threats.
Thanks to EARLIER prosecutors and police forces who did all the right things (ie Bill Bratton), rates of current crime have gone down DRAMATICALLY. Not true in all cities; not true in Spokane; but certainly true in many of the biggest and toughest cities.
Prosecutors are left with big budgets and workforces from the previous high-crime era, and now they have time on their hands. They need to maintain and expand their budgets and workforces.
So now it's easy to run pogroms against unfashionable people like Muslims and Christians and heterosexuals and XENOPHOBIC BUFFOONS. If real crime was keeping the system saturated, there wouldn't be time for tyranny.
