Unlike nearly everything that comes from DC, this agreement doesn't instantly stink of total fraudulence. It could be real. Seems to fulfill Obama's expressed intentions, and it's also consistent with his reconnection to Cuba. Getting rid of useless old conflicts, probably gaining business for some favored corporation.
Main source of suspicion: The "constitution" died in 1803. Since then, Presidents have
mainly made treaties without the alleged "constitutional" method that involves the Senate. On the rare occasions when a president runs a treaty through the Senate, he is running a bankshot. Satisfying his base with symbolism, satisfying his real bosses with reality. Good old
passivation. "Not my fault! I tried, but those horrible OtherParty creatures destroyed my noble effort!"

EDIT later: Oops, I misunderstood. Obama is NOT running the deal through the Senate as a guaranteed-to-fail "treaty". It's a normal non-Senate "agreement", like every treaty that is intended to work. Congress is simply creating a non-binding opinion poll, which has been misdescribed by the Isramerican media as "Constitutionally required approval". So I'll raise the cheer count to nearly 3.
