Here's one fact-gatherer who HASN'T given up or faded out:
On the fucking dot. Rebranding is the name of the game. Take perfectly ordinary parts of nature and rebrand them as HORRIBLE EMERGENCY ALIEN INVADERS, then sacrifice the entire fucking world to "fight" the perfectly ordinary things.

Trying to trace the earliest usage of "Whole-of-society" in the proper form. GoogleBooks doesn't search by exact year, but it does divide by centuries. So far I'm not seeing the trademarked phrase before 2000. The three words sometimes occur in a sentence, but it's clearly incidental, not the official war cry.
With one HIGHLY RELEVANT exception.
