An interesting article on the production aspects of legal pot.
Holland was legal for a long time, but didn't become the center of commercial production. California and Canada are the centers.
Why? Prohibition and semi-prohibition forced growers to work inside buildings. Through EXPERIENCE they found the best way to maximize quantity and quality in a totally controlled factory environment. After full legalization, anyone could grow cannabis, but the illegal and semi-legal commercial growers had a long head start on mass production techniques.
