Why do we skip half the measure?

Random metrology thought.
Duration is a major part of the intensity of a quake. Why does the Richter scale only include intensity and not duration? Each wiggle does more damage to structures, and a longer duration builds up resonances that multiply the effect.
The same is true of windstorms, rainstorms and snowstorms.
We measure [duration X intensity] for rain and snow. We don't count drops per minute. We record total drops from the storm.
For wind and quakes we skip duration.
