Crime outcomes in England and Wales: 48% of offences are carried out without a suspect even being identified. Proportion of crimes resulting in a suspect being charged/summonsed has dropped from 11% to 9%. in a year. That's the lowest detection rate since a new system was introduced in 2015, when it was 15%.Only half of all crimes reach the point of identifying a suspect, and only 9% lead to charging a suspect. Unsurprisingly, the actual crime rate went up 30% in the same period. The Parkinson part: The "new system" reduced the charging rate from 15 to 9 in three years. As usual, bureaucracies "solve" a problem by increasing it. "New systems" are meant to increase overall crime by decreasing the punishment. As crime gets worse, legislatures allocate more budget for more "new systems" to do a better job of solving the problem. And the "new systems" do a better job from the bureaucracy's viewpoint! More money, more workforce, less work. Win-win!
