If he only had a heart
If Trump actually wanted to avoid war, his best response to the latest declaration of war on Russia would be:
"Judges have officially stated that I am not allowed to enforce laws. My executive orders are illegal. Judges are emperors, so I can't disobey them. Therefore I will not enforce this law. I will not issue any executive orders to implement your sanctions on Russia, since my executive orders would be null and void anyway."
Next tweet: "Note to Congress. If you want to have your war enforced, dissolve the Federal court system. This is the BEST thing you could EVER do for the entire country, not just for you and me. You should have done it in 1803 when the judges became criminals, but it's not too late to do it now."
Trump does not want to avoid war, so he eagerly goes along with the declaration of war.
