That's odd.....
Never seen this before. KXLY's 5PM webcast is in an odd mode with this test pattern showing steadily, interrupted every few seconds by about 100ms of video and sound.
A pixelated version of the color test patterns that real TV used in the early days of RCA color. Presumably for internal use.
