How do governments get away with it? Because flooding is now a religious question. They can now blame Our Manifold Sins Against Gaia, not their own wild murderous negligence. No need to prepare, no need to prevent, no need to warn the Negative Externalities. Waaaaaay back in the primitive unenlightened neanderthal past, before we SCIENTIFICALLY understood that all weather arises from Our Manifold Iniquities And Sins, we had the strange ignorant superstition that mysterious magic thingamajigs called "Dams" and "Levees" and "Overflow Channels" would protect us against floods, and we had another superstitious pseudobelief that strange devices called "Sirens" and "Radios" could be used to warn Negative Externalities when an emergency was approaching.

Now that we are enlightened and SCIENTIFIC, we are rapidly obliterating all of those primitive useless superstitious devices, and we are using the "Radios" solely to warn people when a biological P____t is attempting to repossess her child from State Control. The continued horrible existence of biological P____ts is so filthy that we appropriately call these warnings Piss Alerts or something like that.

Nevertheless, you can see how those absurd primitives came to acquire the infantile superstition that Dams Work. Here's a map of Manhattan's floods, taken from this PDF by Kansas Historical Society.



The text lists major floods in 1903, 1908, 1935, and 1951. No damage since then. We've had plenty of major rain events since 1951. Rivers still flood when there's too much rain. But for some inexplicable reason the floods are no longer damaging cities. What made the difference? In the primitive minds of the unenlightened, it was those bizarre Dams and Levees that our primitive government built after 1951. Ha ha ha ha ha. How could they possibly think such ignorant stupid thoughts?
