Good move
The Obama admin Emergency Declaration on Mexican Flu is a rare sensible move.
Originally and 'lexically', the purpose of a D of E is to literally pull out all the stops. Eliminate the usual obstacles and formalities so that cops, firemen, or doctors can do their work without interference.
In recent years the procedure has usually been backwards. The typical modern D of E leaves all the rules and obstacles in place ... often clamps down even harder ... thus making quick action impossible. Instead, the gov't pumps billions of dollars into the situation, which may allow some people to work around the obstacles, but mostly goes into the pockets of big business. See Katrina.
This time the Obama team has done it the old way and the right way. No extra money, just remove the obstacles.
