One of those rare perfect questions on Quora.
What good is being done by keeping people out of a bunch of jobs after they get out of prison? If they're out of prison, they can still attack a bunch of people anyway. Do we really think they're coming to work to harm someone?
The phrasing isn't elegant, but the last part is crucial.
As I'm constantly hammering, an ex-con is INFINITELY more likely to reform by doing useful work than by feeling resentful because he can't get work.
