Probably not the smoking gun
This seems at first like the smoking gun, the plan for the "virus" holocaust.
Seen with historical perspective it's not so unique, not likely the immediate cause or plan. This particular document was written in 2005. Global organizations turn out these "emergency plans" often because global organizations always seek to create panic and gain total power.
This one sounds almost identical to the 1975 emergency plan that created the "global warming" crisis. Globalists always sound the same. It's always "a world at risk".
In reality, of course, the globalists and scientists and doctors ARE the risk. They are the danger and the pathogen and the pandemic.
WHO and UN and Soros have been piling up these murder plans for 70 years. Some of them produce permanent damage, some don't take hold. This one doesn't come up to the mark for an immediate causation.
