Good old fakery
Faker Trump is doing the usual. Giving a fake vague "suggestion" that sounds sane, so the real authorities will "resist" him and compound the insanity.
We've seen this horrible movie a thousand times already.
If Trump could remain quiet for a millisecond, the GENUINELY sane action by Texas would propagate a crack through the other state bureaucracies. Now every state except Texas will weld the lockdown in place permanently. Trump never remains quiet because Trump is the Pied Piper.
(Again, I'll be happy to eat crow if this turns out different, but the pattern is too perfect.)
