This explanation by Shields makes it clear that the police are striking. Shields is protecting the skills and lives and morale of her officers against the malfeasance and nonfeasance and Bloombergian evil of the "prosecutor" who won't prosecute actual criminals. Good. Bravo. I've been hoping this would happen.
