I wasn't thinking in global/local terms at the time. Now that I'm thinking in such terms, the slashing makes perfect sense.
Globalists had been expanding their power since
1946, with mixed and sporadic results. Nixon gave them FOUR GIANT GIFTS. Environmentalism in 1970, total fiat currency in 1971, forced school busing in 1972, abortion in 1973.
The globalist Tribe then showed its Tribal gratitude in standard form by destroying Nixon in 1974.
By definition globalists want all government and business to be global. No modularity is allowed, which means no city or township or county power. Governmental units MUST NOT cover a
compact and uniform population, because a compact and uniform population doesn't need much governing. A small town knows what it wants, and accomplishes what it wants, without any power from larger governmental units.

Nixon eliminated the feedback loops and compactness that made weak government POSSIBLE.
Environmentalism and Die-Versity were major players in this FULLY INTENTIONAL SIDE-EFFECT. Enviro rules closed factories and power plants that had provided work and tax income to cities. Enviro rules leveraged all pollution to global level, smashing local rules with uniform Federal rules. Forced busing treated all schools as global, eliminating local schools and moving people around to suit one national standard.
Forced busing caused whites and middle-class blacks to move out, leaving the criminal class in full control. Cities had to do more policing than before, and had much less tax income to work with. Intentional starvation.
