When a purpose gets a Department, it's a serious purpose. A less serious PM would have created a Temporary Task Force or a Subcommittee.
Davis was a fast-rising MP who dropped out of the status stack in 2005 to protest Britain's surrender to EU idiocy. He didn't get on BBC often, for obvious reasons, but I've noticed him when he did. Sharp and decisive, just the character needed for a new office to accomplish a new purpose.
