Deep State "wins" Peru
Amid the general world tendency toward populism, Peru has gone the other way, "electing" a pure Chosen Deep Stater. An investment banker with all the right connections. He was part of Peru's government before Fujimori broke the pattern; now the Deep State resumes power. His main achievement in his previous period as Finance Minister and Prime Minister was to enrich himself with an oil-exploring company.
Peru, Bolivia and Paraguay form a pattern. Other South American countries made the jump into First World prosperity early, sometimes fell back but basically held onto the culture and infrastructure. These three never made the jump, staying with Spanish feudal patterns.
DeSoto (the new one, not the original one) attributes this non-jump to a lack of private property, but I suspect it's simpler. Not enough Europeans, especially German or English genes. Just natives and Spaniards, continuing the setup that began with the original DeSoto. Feudalism appears to satisfy those countries, so I can't call it inferior to the First World setup. LONG national anthems, but Uruguay, a First World country, has the
longest and best of all anthems, so this probably doesn't correlate well.]
What will Goldman do with Peru? Given his record, I'd guess oil, leading down the
