What's the problem?

The Agriculture Department might be sending millions of dollars in subsidies to dead farmers, the nonpartisan Government Accountability Office (GAO) said Monday.Where's the scandal? Makes perfect sense. Can't count on a live farmer to not grow crops. He might forget and plant something. For a reliable not-grower, count on a dead farmer every time. ¶ 3:07 PM
