If you want to call every dry side of the natural cycle "climate change", then I guess we have "climate change". But Arizona had a much stronger "climate change" around 1900 and a much longer "climate change" around 1950. Both of those dry periods were followed by wet periods.
If "climate change" means only "the current situation", then "climate change" isn't especially bad compared to previous "non-climate non-changes".
