Listening to BBC coverage of the beatification of JPII. Clearly this is the culmination of a vast popular movement, and Catholic folks are extremely happy with the quick action. (6 years is a microsecond in Vatican time!)
The Roman Church is nominally a top-down hierarchy with no pretense of 'democracy' or 'representation'. Yet it has been
able to give its people what they want.The Gaian Occupation Governments in Britain and America are nominally 'representative' systems. Yet they have been completely
unable to give their people what they want or need. Instead the GOGs have been insulting and degrading their people, reducing us to impoverished and fearful mice, for 22 years.
Why do we continue to claim that 'democracy is good for everyone'? There is no evidence that democracy is good for anyone at all.

The real difference here (as usual) is closed-loop vs open-loop, decentral vs central.
Though the Roman Curia doesn't pretend to have political parties, it does have a functional and
decentralized two-way line of authority and communication. Priests, bishops, archbishops and the Pope each have a well-defined range of responsibility.
America has blurred all boundaries, internal and external. A city council or state legislature may be overruled at any random moment by the menopausal hormone surges of some federal Black-Robed Saboteur, or by The Emperor Above All Emperors, God Above All Gods, The Most High And Most Radiant And Most Luminous EPA. Nobody below EPA has a secure range of authority, thus nobody below EPA feels safe in making decisions that might satisfy or feed the lowly peasants.
